Responsibility in the International Climate Regime: Examining German Motivations in Burden Sharing

This thesis will explore burden sharing within the European Union in an attempt to answer whether burden sharing could be exported to areas outside of the EU, or even internationally. To do this, I am examining Germany's role in EU burden sharing. Germany has been a driving force to the EU's pursuit of strong emissions targets and Germany itself took on the largest emission cuts through the Burden Sharing Agreement (BSA). Their targets accounted for 80% of the EU's emission reductions under Kyoto. My thesis asks why Germany would agree to this, in an attempt to understand the motivations of the biggest emitter and largest economy in the EU. Through this question, I will also discuss what aspects of the EU have allowed for the BSA to be successful thereby bringing me closer to answering the broader question of, “Is burden sharing exportable?”
